SmartState Review Board
 

The SmartState Review Board consists of eleven appointed members: three appointed by the Governor, three by the President Pro Tempore of the State Senate, three by the Speaker of the State House of Representatives, one by the chairman of the Senate Finance Committee, and one by the chairman of the House Ways and Means Committee. Members are appointed to serve three-year terms. The presidents of the state’s three research universities (Clemson University, the Medical University of South Carolina and the University of South Carolina) also serve as ex-officio (non-voting) members of the Board.

The purpose of the SmartState Review Board is to oversee the operation of the Centers of Economic Excellence Endowment. The main responsibilities of board members include determining whether applicants for endowment funds have met all requirements, appointing expert panels to evaluate specific elements of applications for funds, judging whether or not to award endowment funds to applicants, and preparing a privately audited annual report to the South Carolina Budget and Control Board. The SmartState Review Board also oversees the Research University Infrastructure Act projects.
